Policy statement for the hiring of civilian personnel

It is the policy of this command to provide fair and equitable competition for all positions that are subject to control by the base commanding officer.

To this end, each manager with hiring authority will be held personally responsible to ensure that all selections are made with due diligence and are defendable if subjected to review by higher authority.

The executive director, Commander Navy Region Southeast must approve all recruitment actions for GS 14-15. For any recruitment of GS-13 or higher grades, the announcement must be open to all federal employees.

A command selection advisory board (SAB) process will be utilized, with clear rating criteria followed by the members. All SAB members must hold positions equivalent or higher than the grade of the position being filled.

The SAB will forward its recommendation to the commanding officer, who will act as the selecting official.

For all recruitments regardless of the grade level, the position description (PD) will be forwarded to the business manager for review and approval prior to announcement of the opening.

The business manager will assist selecting officials in determining the rating criteria to be used in their selection process. If a SAB is utilized for selection, the selecting official will maintain a file identifying the SAB recommendations to include the primary and alternate selections in rank order, and provide rationale if a selection is made contrary to the SAB's guidance.

In addition, any extenuating circumstances that might identify a potential challenge to the process or selection should be identified.

As the commanding officer, it is my responsibility to take actions necessary to continue our practice of fair and equitable hiring - not because it is the Department of the Navy policy, but because it is the right thing to do.
