CNRSE announces Civilians of Quarter

Donna Hogan and Jeanette Thomas were the first civilians at Navy Region Southeast to be recognized by Commanding Officer Rear Adm. Tim Alexander under the region's new civilian awards program, Jan. 20.

"It's important to recognize our civilian workforce in the same manner we have been recognizing our military workforce," said Deb Fritz, Navy Region Southeast command and staff program director. "We are all part of the same team."

The process of choosing award recipients is similar to the process of choosing a Sailor of the Quarter or Sailor of the Year, but without an oral board.

Individual selection criteria is based upon exemplary performance of tasks, contributions that enhanced organization accomplishment of command objectives, mission, teamwork or public image, and one's professional attitude toward self and others.

Hogan, junior civilian of the quarter and payroll manager for the region's morale, welfare and recreation department, served as project manager for the Kronos Timekeeping System implementation at Naval Station Guantanamo Bay, Cuba, during the fourth quarter. She spent countless hours setting up the system, training managers and improving foreign national timekeeping work rules.

"Hogan's exceptional efforts in support of Guantanamo's MWR business office processes resulted in the installation of a state of the art human resources time keeping program," said Bruce Grenier, fleet readiness director for Navy Region Southeast. "She did a superb job planning the project, executing the logistics, training more than 600 staff, and troubleshooting issues as we transitioned to this new system. The success of this monumental effort is directly attributed to her outstanding work."

Thomas, the region security manager, received the senior civilian of the quarter award for her 100 percent identification of all region employees needing background investigations, the initiation of over 200 investigations, and engagement with outside agencies with regard to foreign national employment. She also certified 100 percent of electronic key management systems and protected information accountability.

"Thomas is an outstanding employee who puts forth 200 percent effort in everything she is assigned," said Fritz. "I feel fortunate to have her as one of my employees."

Hogan and Thomas will have their photos displayed on the Navy Region Southeast quarterdeck and are eligible for the command's junior and senior civilian of the year 2010. They also received a monetary award and eight hours of award leave.
