The Under Secretary of Defense for Acquisition, Technology and Logistics (AT&L) Frank Kendall presented Kathleen Moorman an Award for Excellence June 1, for her exceptionally meritorious service while on rotation with the Defense Procurement & Acquisition Policy (DPAP) Acquisition Exchange Program (AEP) in Washington, D.C.

Moorman, a contracting officer at NAVSUP FLC Jacksonville, applied for the AEP in winter 2013 and was selected for the spring 2014 class.

AEP provides selected applicants with opportunities to experience the executive decision-making process culminating in the implementation of Department of Defense acquisition policies. 

Moorman was nominated for the award by LeAntha Sumpter, deputy director for Program Development and Implementation, for her work as a founding member of the Automated Contract Closeout Working Group.    Moorman helped implement an automated closeout capability that would yield closure of up to $3.8 million eligible contracts a year, with a projected annual cost avoidance of $250 million when fully deployed.

This automated closeout capability was deployed in Wide Area Workflow in August 2015 and is available to procurement offices across the Department of Defense.  

Moorman was recognized at an award presentation at the Pentagon. "Working for LeAntha afforded me a glimpse of my possible future, and the future looks bright," said Moorman.

"AEP allows individuals to experience the big picture of how Government Contracting works.  

You have first-hand experience with policy formulation, not only in defense acquisition, but also how rules and regulations are developed in federal government," said Tammy Bair, deputy director of Contracting, NAVSUP FLC Jacksonville.  

"This program is open to GS-1102s in grades 11 to 13, but only a few take advantage of this unique opportunity. From one graduate of the program to another, well done!"  said Bair.

NAVSUP FLC Jacksonville joins the Under Secretary of Defense (AT&L) in congratulating Moorman on her accomplishments.
